It's not wise to interfere with a fearful dog when she's eating or sleeping. She may misinterpret your good intentions and attack because she thinks you might try to take the food back or steal her sleeping spot.
For your safety, we think it would be wise to contact Animal Control to pick up the dog, but tell them when you call that you waill take the dog in if they can get her off the street. They love to hear that the dogs have somewhere to go. Animal Control will hold the dog for 10 days to make sure it doesn't have a disease, and will then let you adopt her; in the meantime they may get her vaccinated and spayed so you won't have to do that.
When you get her, don't try to force your presence or affection on her. Get her a crate (a "den" that can be just for her), place her in it, feed her in it, let her sleep in it, and let her come out and approach you when she's feeling safe and comfortable with you. Don't try to pet her; wait until she offers her head or body for petting. If she's been without human companionship for a while, it will take some time to get used to having you around and to trust you.

I totally sympathise with you. I love animals. I used to work in a breeding and boarding kennels. I also rescued a very aggressive and frightened Rottweiler(sp) from a shelter and found the best way to deal with any frightened dog is a lot of patience. If you are trying to approach her then AVOID eye contact (this can come across as confrontational) and when she finally comes to you pet her under the chin or anywhere she can see your hands. If you have kids then as cruel as it may seem call professionals. Even if the dog gets put to sleep its a whole lot better than a life on the streets without food, shelter and encountering any sick people who may abuse her! I would actually call your local animal human society or "Animal Cops" to get the dog. Stress to them that you would love to adopt her. But I recommend they rescue her because not only can they do this quickly, but safely. They can take the dog to the vet to get her thoroughly checked for diseases, injuries and even temperament. Once she gets the all-clear from the vet and the humane society, you can adopt her.
However, if you try to get her on your own, she could bite, run away in fear and get hit by a car, or spread disease. So do be careful.
Lastly, if you adopt, ensure that she is spayed. There is no need for her to have any more pups.

I admire your compassion. The dog must be taken in somewhere tho, if it gets too cold. it will freeze. You may have to call the local animal shelter. They will help you capture the dog if you are willing to foster it till they can find the owner or another owner or you can keep it. CALL THEM...They will help you get it in the house. After it is inside, I think it will open up to you after a couple hrs. Anyway, once you have it, you can walk it or tie it so it doesn't take off again till it gets used to you. It may have been abused and thats why it is afraid. GOD BLESS YOU

the safest thing for you to do is call your local humane society and let them know there is a stray dog that youve been feeding. ask them to send someone out for her. make sure to let them know that if they cannot find her family you want to adopt her. doing this will allow her to be temperment tested. its very important because chow is a very territorial breed. they are prone to being aggressive. plus her time at the shelter, before she comes to live with you, will allow her to become acustom to interacting with people. this way she will get checked out and you can make sure you or your family wont get hurt if she is an aggressive dog. dogs can look timid but be very aggressive.

Keep feeding her and offer her a warm bed, like a blanket to sleep on and something to block the wind. She is scared, someone must have hurt her and it will be hard to get her to trust you. If you got to pet her once, she knows you are not going to hurt her and she might let you close to her again. Keep trying and just showing her in nice quiet tones of your voice that you are a kind person and you want to help her. Be affectionate to her, offer her some kind of dog treat. Something you think she will like and don't try to touch her the 1st time but get her to like it and then try to touch her after she likes it and really wants the treat.

Please be careful. A dog that is cautious and fearful as described will bite people that she doesn't know. Please don't try that again. Giving food is OK - do not expect anything in return! Would be best for you to contact your local Animal Control - she could be hit by a car...

keep giving her food, make a little area on your property, maybe a box or something with a blanket inside. every day move it a little closer to your house, and try to pet her.
