Okay. Let's see. you ask which one is the most similar AND easiest to learn. As many who asked maybe only know English, they are only guessing in a limited amount of information. I'll guess too!! but... I think I have an better answer for you.
Norwegian.
they are both Germanic languages, their verb system is pretty simple, sentence structure is similar in both languages, vocabulary resembles one another to some extent, and it is as easy as English.
I speak Spanish, English and Esperanto. I've studied Russian, German, and a little of French. And currently I am learning Norwegian.
From my perspective, I'd say the closest answer to your question is Norwegian.

Scottish would be the easiest language of all.
Between French and German I'd say German should be easier at first, because of basic grammar and vocabulary similarities. But on the long run, French will be easier because there are so many French borrowings in the English language. Some 80% of the English words are of French origin (although not the most common words, that are closer to German).
Easy languages perhaps Spanish and Italian, the reason is that their sound system is very simple, so that even beginners can understand it if they know the words, unlike french and german, that even if you have studied the words, your brain don't understand because it sounds so funny,

English is actually quite a "bastard" language, finding its roots in many different languages. English is also one of the hardest languages to learn, so if you managed that as a baby, don't despair. I suggest learning any language that has Latin roots, including French, such as Spanish, Italian, etc, or even Latin itself. French may seem difficult now, but once you master one of these, you will start to notice similarities. All languages take time to learn, and the best way is to speak the language as much as possible. You are more likely to remember words and phrases if you are forced to discover them during a conversation. If you've even considered a trip or exchange, go to Europe and innundate yourself in the language of your choice. You'll be surprised at how quickly you learn when it's a matter of daily survival.

I believe what determines if a language is easier is your interest in it. As if its a language you don't like the sound of, or culture related to it, you will not want to learn it (as Spanish was for me). French, German, and Dutch all have similiar vocabulary to English. I reccomend German, finding learning materials in Dutch might not be easy, and you didn't have luck with French. If you're interested in artificial languages, Esperanto is considered the easiest language of all.

spanish is in my opinion the easiest language to learn i've taken both french and spanish and i found french difficult and spanish somewhat easy. Also, you might consider sign language, if you are in high school and need a language to get into a good college, then this is an easy way out and can be very useful.

German. But every language including English has verb tenses. English is a lot harder than any other language to learn. You just don't notice because you already speak it. German has masculine, femenine, and neuter gender nouns. But thats the closest.

Latin could be very useful and is very easy to learn. Some common words such as canine and feline are latin words for cat and dog. Also, Latin words are always used in medical terms if you have any interest in that. I'm going to take latin next year. Good luck
