Unlike cats, dogs, rabbits, and other pets, you do not need to spay or neuter your birds. These surgeries for birds are much more invasive, and because of birds' extremely light weights, correct anesthesia can be tricky. Also, since birds lay eggs, their population can be controlled by simply removing the eggs.
But it won't affect their behavior.....Since it is uncommon for veterinarians to spay and neuter birds, hormonal behavior is something that bird owners must live with.
The link below gives examples of behavioral problems...hope it helps some.

NO. Unless there is a life threating medical issue, this is never done on birds. If you want to make you bird less aggressive, first see if you can figure out what caused him/her to become aggressive in the firs place. This is very important as to what steps you need to take toc change this behavior. With birds, nothing is ever a quick fix, so plan on taking up alot of your time working with your bird to correct the problem. I am an avian behavorlist and have worked with many birds just like yours. There are alot of questions that need to be answered before I could began to start some behavor mod's. I have a Bird Rescue and most of the time birds are given up due to aggression problems. 9 times out of 10 I am able to correct the behavor, find a home the them and give the new owners the birds back ground, what I did, and what they will have to continue to do to control the bird. If you would like to talk further on this my e-mail is bird_at_heart@yahoo.com. It may be easier to chat that way then trying to communicate on this. Best of luck and I'm here if you need me.

While "spaying" and "neutering" is possible on birds, it's very dangerous and risky and especially with smaller birds, the anesthetic alone could kill them. Their bodies are so small and their builds are not meant to handle invasive surgeries. Also, I don't think it would do much in terms of aggression if the bird even survives.
Aggression in birds is behavioural, and if you're speaking in terms of a bird being territorial, species-specific as well. It can be trained out and asking of a "quick fix" like a life-threatening surgery is lazy (no offense) and very, very dangerous.
http://rationalparrot.com/ has useful links on both mating triggers and hormonal behaviour and biting, since that's the biggest problem that could be regarded as aggression.

no. it is very dangerous to put a bird under anesthetic. the only thing that will make a bird less agressive is attention.
