In 1946 English became the first foreign language in Swedish secondary schools. During the period 1950-1962 there were several school reforms in Sweden, and with those reforms English became mandatory for all school children. I think that this was a process, during which English was introduced gradually and in different years for different regions. In 1950 the Swedish Parliament decided that all children must attend school for nine years. The new "enhetsskolan" was launched on trial in some parts of the country in 1949/1950, and English was mandatory there and then, so I think that 1950 is a possible answer to your question. However, it took some years until Enhetsskolan was established all over Sweden, and it only survived for a few years until it was succeeded by the "grundskola". This long period of school reforms ended in 1962, with the so called Lgr 62 (Curriculum 62) when the grundskola started. Lgr62 stated explicitly that English was mandatory for all school children from the 4th grade. So 1962 is maybe the definitive year you are looking for, even if English was more or less mandatory at least 10 years before that.
