Well, this depends on how much is rusted, and how deep the rust goes, etc. If is is rust a light, surface rust WD-40 along with a rag or some ScothBrite -type pad works well. If it's a little more you can try Quik-Glo (my favorite) and a wire brush, perhaps brass bristles if it's chrome or sort of delicate.

If it's pretty troublesome you can get a wire wheel to attach to an electric drill, Naval Jelly (works great but is pretty caustic stuff) or if you're talking about the frame, you could have it sand-blasted.

If this is a drivetrain component (chain, freewheel, chainring) than you may be better or replacing it, especially if it's a chain. Then remember to regularly oil the chain and store it out of the rain.

Once you get the rust off you'll need to take some steps to keep it from coming right back. Either get some paint on it, plug holes where water came in from, or leave holes so water can drain out and make sure you park you bike where it can dry in a warm environment and perform regular maintenance. Regular wipe-downs with WD-40 and a rag will help the rust from coming back as well.

A good hardware store can give you a rust remover, and there are many different kinds. Some simply spray on, let it sit for a couple of minutes and wipe.

Once the rust is removed, then be sure and clean the surface well, and then put on a rust inhibitor before you paint, or use a rust-proof paint. If it's a chrome part, use a rust inhibitor right on the metal, and be sure and keep it clean.

using wd-40 and wiping off rust is a good way to remove rust however the exposed metal will rust again any time the bike hits oxygen and water (kinda hard to avoid those) so if you don't want it to rust again you should seal the area with paint or some other sealant

get a rag and wd 40 and rub the rust off if its not too bad if that doesent work use hot water and brillo pads
