there are several sites that can help you (see the links)

the european radiocommuncations office (ero)
lists all of the european bands and their specifications (check out decisions and recommendations) http://www.ero.dk/eca-change


the specs are under what is called the RTTE ( RADIO AND TELECOMMUNICATIONS TERMINAL EQUIPMENT)

ofcom in the UK is the appropriate agency. look here for the table
http://www.ofcom.org.uk/radiocomms/isu/ukfat/ for the uses allowed and any specific UK band requirements or restrictions

you might also want to check the European technical specs (ETS) from ETSI

470 -590MHz is primarily a broadcast TV band as allocated by the stockholm agreement in 1961 - so you'll need to look up broadcast TV specs (PAL in the UK) http://www.ofcom.org.uk/tv/ifi/tech/codes_guidance/

The euro band designators range from 5.149 5.296 - these might help in your search
the band can also be used by radio mikes (spec is EN300-422)
You might also want to look up DVB-T - which can be used in this band
