The largest and most destructive non-nuclear bomb in existence is the MOAB, created recently by the United States Air Force.
The MOAB, short for "Massive Ordnance Air Blast Bomb" (or mother of all bombs) weighs in at 21,600 pounds.

Ok. Technically, the country that tested the largest nuclear bomb no longer exists- it was the USSR, they detonated a 100kiloton blast- though it may have been purposely reduced afterwards.

For production CAPABILITY i would hazard that the U.S has the best manufactuing and enrichment processes- so they would make better (more reliable) bombs faster

For the largest blast, i'm unsure- experimental technologies indicate America might come up with something bigger than the USSR's 100k nuke, but nothing yet.

As to the country with most nuclear missile, that's Russia- they have over 16,000. But some are of poor quality.

It would be between Russia, the US, and well Russia. And in all actuality, the one more likely to do it... would be russia. No reason to though. Russia already has the largest Nuclear weapons stockpile in the world, doesnt matter if a quarter of it they dont know where it is, the other 3/4ths can still blow the world up 6x over!
