A phase shifter in Electronics will shift the relative phase of the outgoing signal from the input signal. It is made up of resistors, capacitors and inductors arranged to give the desired result.

An advanced RF regulator. Basically boosts efficiency for anything using RF beams, from communications to scanning devices. I would assume it's comprised mainly of silicon.
