there are a lot of ways to go about answering this question - basically, if you see any other abnormal behavior along with the panting (ie drinking more, urinating more, losing weight, etc etc), i would take him in to be seen. if it's just the panting, it could be because of the weather or because he's getting older, and thus he's not able to be as active as before - the physical exertion could get to him. honestly, however, if you're worried about him, take him in. the vet will do a full physical exam, a CBC (complete blood count), chem panel (to check thyroid, liver, kidneys, etc) and do a urinalysis. good luck!

Excessive panting could be the sign of a heart murmur. They pant more as a result of the heart needing to work harder to pump the blood. Many dogs can do just fine with a minor heart murmur, but I would at least go in for a check up to the vet to make sure you know what you are dealing with here.

It's not uncommon at that advanced age for dogs to have heart murmurs and such. He is in his sunset years, so it's a good idea to have him checked. My dog did the same thing for a number of years before getting very ill and having to be put down at the age of 14. He managed to go for a while, but it's good to check that out.
