Your dog can be trying to invite you to play, get your attention, tell you to keep petting him or is trying to show dominance over you.
If your dog puts his paw over your arm and then puts his head down with tail up, it's an invite to play. If he puts his paw and removes it when you look at him eye to eye, it's to get your attention. If he keeps or withdraws the paw while you pet him, it's to keep you petting him. If he puts his paw and insists on keeping his paw on you even after you try to remove his paw from your arm, it's a show of dominance.

I say your dog is definitely talking to you .It is a process of elimination ,you scratch his back,give him a rub down,check his food,water,see if he wants to go out.Talk to him as you go My dogs respond to different words and let me know when I ask them what they want.I have had one to bring me an empty bowl before after we had gone through many things.I have one Pom that will just sit and stare at me when he has problems with his glands.He will follow me everywhere and just eyeball me ,no mater how long it takes for me to figure it out.Yes your dog is talking to you now you have to figure it out.One of my babies does not want me to read.He will put his paw on the paper or book and if that doesn't work he will paw my arm or even my face.My dogs talk to me and funny thing is I usually know exactly what they are trying to tell me?LOL Just hang in there you will figure it out.My dogs are amazingly smart.When I go for my keys they sit at the door.If I get a suitcase they begin begging and crying and pacing.You will learn all of its language as time goes by just be assertive and you will figure it out.Good Luck And Have Fun!!!!!!

That sounds like a goat I know. M.J. (the goat) does that when she wants attention or food.
My dog also does that when she wants to be petted more.

It's his way of getting attention from you. All my dogs do that too.

HE JUST WANTS YOUR LOVE. my dog duz this same thing and it can kind of get on my nerves. give him a pet or 2, but if he gets on your nerves, gently tell him to "go lie down".

My six year old does that too - its his sign of affection, plus he knows he gets more pats when he does it!

oh my Golden does that all the time. he just wants to show his affection and be petted....its so cute when they do that!!
