I have a laptop with Windows XP, Office 2003. Regardless of what program I'm in, and completely at random, a small scroll bar appears under the cursor, and suddenly I'm at the bottom of a file, or on the last slide of a PowerPoint presentation, or somewhere else I don't want to be. How do I disable this scrollbar?

This scroll bar may indicate that you are touching the scroll area of the touch pad, usually the far right. You should be able to disable the scroll function in the Touchpad properties, generally found under the mouse area of the Control Panel.
