Do not fret over whether he is going to ask you out or not. If he does not, it is his loss. All you can do is encourage him so that he is not afraid of asking you. For example, if he says he has heard about a new movie,you can say, I have not seen it, I would like to see it.
Otherwise,just go steady with him as you are. Let him want you badly to overcome his hesitation and ask you out. If after threemonths, he still hasn't gathered the courage,move on to someone else.
