My dog's penis looks like it's swollen. The tips looks like an inflated balloon. When it's fully out it looks like a hot dog. Keep in mind I have a tiny min pin. Anyone have any insight?

If you think it looks swollen, then it probably is. You are a better judge of that then anyone on here would be!
If it concerns you, take the dog to the vet!!
That's the best way to make sure it's not a problem.

Sweetie, you don't have a choice. The dog needs a vet. It's not fair to make him suffer because you can't afford a vet. Your parents can pay for it. Hold a garage sale. Borrow from your relatives. It's going to be less expensive now to go in for an appointment $35 and some antibiotics $25 then it will be for overnight hospitalization because the infection has spread and he needs IV antibiotics for days to survive. Then you will be looking at thousands of dollars. You could easily raise $100 with a garage sale this weekend and take your pup to the vet next week. Or ask for cash for your birthday from your friends - there's your vet money.
