Today in a cafe I noticed a man with a glob of clam chowder running from the corner of his mouth down to his chin. I guess he couldn't feel it! I didn't say anything because he was in a huge hurry. Would you have said something?

well i would have just said
excuse me sir but, um, ya got something here...
and point to your chin to explain

if you were farther away from his table than i wouldnt have said anything (or noticed) but if he was walking by you than sure i woulda said that

If he was in a hurry, and you don't know him, then let him figure it out on his own. If you were talking with him, you could just politely and matter-of-factly say, "you have something on your chin". Most people, if it is said in a matter-of-fact way, don't feel too embarrassed to be told by anyone when they are wearing their lunch - better that than to go through an entire conversation with someone, see yourself in a mirror later, and then feel embarrassed about it and then wonder why the person said nothing about it.
