No. In fact the hair is shaved before the removal. The laser affects the "root" or hair follicle which is below the surface.

Even if you have any hair, the laser technician will shave it off before they laser the hair.
Note that laser hair removal generally works best on fair skinned people with dark hair. Sometimes the hair can start growing again after 12-18 months. Ask your laser salon/clinic about any guarantee they provide.
There are also home laser hair removal kits you can buy like the Rio. It uses a safe 808nm diverging diode laser and works in much the same way as a more expensive salon laser machine.

No, the less hair the better. However, some will actually buzz cut the hair so that you can tell for yourself whether or not the session removed any hair. If they clean shave you, you really won't know. When it's just buzzed the hair will fall out in about a week and you'll see it.
