Dear Friends,
This week, Congress passed a spending bill that includes significant funding cuts for global and national military repositioning, and military training and reconstruction projects in Afghanistan and Iraq. I voted against this bill and want to share some of my concerns about it with you.
First, the bill cuts $3.1 billion for military realignments that are already taking place both nationally and globally. For example, we have 14,000 troops and their 4,000 children currently being transferred from Germany to Fort Bliss. These funding cuts put into question whether there will be enough money for these military personnel to have the training facilities they need, whether they will have the same health care access and whether there will be adequate schools to send their children.
All four members of the Joint Chiefs of Staff recently wrote a letter to Members of Congress saying "disruptions in resources will cause delays and desynchronize these moves. This, in turn, can disrupt our force deployment schedules, which ultimately degrades readiness while increasing the burden on service members and their families."
In addition to these cuts to the military realignment plan, the spending bill cuts funding in half for Afghanistan where Coalition forces are still trying to quell insurgent Taliban fighters and ramp up construction of roads, power and rural reconstruction. It also only includes $40 million for Iraq reconstruction compared to the President's budget request of $709 million.
The Democratic Chairman of the Appropriations Committee, who decided to take out this money, promises the money will be there later. However, I don't think a wink and a nod is good enough for our troops and their families.
I will be working to make sure these funds are reinstated quickly, and will keep you informed on developments regarding this issue.
