Move over to allow the person on the freeway if possible, but if not, slowing down is always your safest action. There is really no point to speeding up since the merging traffic is accelerating to freeway speeds to get on. I would back off and allow them on.

If this person doesn't see me I would slow down or change lanes. If you slow down you can leave the other motorist sufficient room to merge, If you speed up the person behind you might do the same and block the guy from merging....then you both look like ***holes. If there are cars behind the one that's trying to merge it might be best to speed up or change lanes and hope you start a chain reaction of courtesy with other motorists.
I drive truck for a living and the situation changes depending on traffic around you.

This rarely happens with me because I anticipated the merger by switching lanes (quite possible here in the country). I tend to drive defensively, which means I am always on the lookout for someone needing to come into my lane. I've found that by driving this way, there is very little which surprises me, since most drivers are rather predictable.

Move to the left if possible, but if I can't, it depends. Assuming an open lane in front of me, I'd either speed up, or slow down, depending on their exact location and our relative speeds.

Basically, I want to maintain my cruising speed while making a hole for the merger, if possible.

If traffic is light, meaning there is plenty of room in front and in the rear, do nothing. It is THEIR responsibility to either speed up or slow down.

If no room exists, do what you want, either slow or speed up. The law requires you to make room in this situation.

I would have noticed the oncomming traffic from the onramp, and adjusted my speed taking into consideration the speed increase of the other vehicle and avoided being in the situation completely.

But that's just me. I pay attention to other traffic, don't talk on cell phones, eat burgers, put on makeup, read maps, or other stupid things while driving.

assuming there is no traffic ahead of you back off or move across to other lane and give the other motorist a chance to join the flow of traffic

I would move over for them...and if I couldn't I would speed up. Unless I looked over and saw it was my ex boyfriend...then I would just keep going the same speed and try to run him off the road :)
