Master makes a cable lock that I run through the spoke wheels, and I also put a chain and lock on the tongue jack so it cannot be cranked.

Easy answer.
There are commercial grade locks for trailer which vary depending upon the type of hitch you have.
For the most common ball hitch, master makes a lock that slides over the 'female' part of the hitch and rotates a ball into the socket. there are other types ... most are available at hardware stores or locksmiths or even on line (jcwhitney). It should run you anywhere from $20 to $50 depending upon quality and size.

pin lock thru the ball lock. you should have one on the trailer when towed to keep the bail from flipping up.
there are also ball coupler locks that go into the socket'
also try chaining the trailer to some immovable object. or just run a chain through the wheels and lock

There are locks that look like the ball or your hitch, locks into the trailers receiver . Go to a place that sell hitches and they should be able to hook you up.

They're called coupler locks. Made by Reese, Draw-Tite, Master, ect. They range in price from about $20.00-$80.00.
