to a woman from a women you would say "Te quiero" If you say "Te Amo" They would think that you are a lesbian or something. To a man is when you would say "Te Amo" if you are in a romantic realationship.

"Te quiero" literally means "I want you", but it is used for "I love you" for girl/boyfriends.
"Te amo" is more serious, romantic love.
What you might be looking for might be more along the lines of "Te adoro." That literally means I adore you and could probably be used for friends just fine.
