I started riding when I was 22 (first time I sat on a horse!). At 16 you'll be fine, also you'll pick it up very quickly, just because you'll understand better than a child could. Height isn't really an issue with riding in general. Obviously some body shapes are better suited to certain types of riding, but that's irrelevant unless you want to reach a professional level. Weight and height aren't an issue, as they'll give you a horse suitable to you. Same as an adult couldn't ride a pony, horses come in different sizes which better suit certain people. Just go and enjoy it, people never tell you how addictive it is once you get started!

Sorry to be a downer but I don't think there are ANY 'cheap' places. However, a great place near london is a place you can learn to play polo, even with no previous knowledge of learning how to ride.
