how do you make a powerpoint with Microsoft Works Suite 2006 or do i have to get special software?

PowerPoint doesn't come with Works. If you need to make slide presentations, you can either buy PowerPoint on its own or get a version of Office that comes with PowerPoint.

If you only need to view P.P. slide presentations, there is a free PowerPoint reader you can download from Microsoft.

You have to have PowerPoint software.

Microsoft Works Suite 2006 does not include PowerPoint while Microsoft Office does include it. They don't tend to bundle the good software with computers when they sell them.

PowerPoint doesn't come with MS Works. You would need to purchase the MS Office package.
