If I expect company over, I'll keep it on the counter so it will be soft. Also, when I know I'm going to be using butter through the week... just bought bagels or a nice french bread. I'll keep the butter out.
When I know I'm not using butter, I'll refrigerate it.
Butter can be kept on the counter without any problems as long as you don't expose it to air, humidity or heat....
What makes foods go bad (bacterial growth) is oxygen (air - bacteria "breathe" oxygen), water (moisture) and heat (speeds up rancidity).
Butter itself is all fat (very little moisture) and us usually salted (which also discourages bacterial growth). Also, the butter is made from pastuerized milk (kills all of the pathogens) and the butter itself is slightly acidic (discourages bacterial growth).
That's how Butter Bells/Butter Crocks work... they keep the butter away from air and moisture.
The reason you can't keep milk out on the counter is that it's primarily water with fats and milk sugars (bacteria food), not salted, neutral pH which all provides a great environment for bacterial growth.

You should keep most of your butter in the fridge but It is ok to keep and little bit out for a couple of days so it will be soft for spreading. I've been doing this all my life and I've never gotten sick from it.

I keep some in a covered butter dish on the counter and some in a covered dish in the refrigerator. some times you need the butter to be soft and spreadable other times not. Hope that I have been some help.
