Manzanilla is both an herb used to make a very popular herbal tea (camomile), and a kind of wine, as some others have said.
The expression "refrescar manzanilla" is used in Andalucía, the region in Spain where this wine is made. This wine is supposed to have a particular temperature, which is very difficult to achieve. So only a few people are good at doing this: "refrescar manzanilla".
The expression is used this way in a poem by Antonio Machado. Maybe the song is based on that poem.
Other than that, I've never heard the expression used in other ways, and you'll probably never have to use it. It's just a traditional procedure with this wine in Spain.

Where a Fino-type wine is aged also influences its final character, because climate affects the thickness and intensity of the flor layer. Flor grows thicker at lower temperatures and higher humidity. Finos aged in the cooler coastal region of Sanlúcar de Barrameda, which develop a thicker, even layer of flor, are more delicate, with an unusual salty tang, and are given the name Manzanilla (mon than EE ya).
I remembered a little about that from Bartending, but had to look it up. It could be anything in Mexican, but in Spanish it is that.

Manzanilla is a tranquilizing herbal tea, and refrescar.. right, it is refreshing.. so it is a expression people would use to overemphasize calmness, or tranquility. That you can be even more calm than you are used to be.

crazy i speack fuenly spanish and i have nevr heard those too worrds toguether,,,,,
but "refrescar" means to refresh
"mansanilla" means an apple tea.....
sooo unless you're asking for manzanilla tea,, i don't know where else to use it,,,,lol
