You should wait about four weeks to give the color time to set because the chemical reaction between color and perm can do some major damage to your hair

You should do it the other way around. Get a perm then do the colour the next week.

Year, sometimes more. If you do it too soon, curlers full of hair will fall-out. It happened to me, and I waited a year after. Its best if you just let that thought go. Try sponge curlers untill its safe.
