How old are you? You sound quite young, so I'll give you a break here. I know its difficult but sometimes this just happens. As you become an adult there are more and more responsibilities. Like work, just because you have a birthday doesn't mean you MUST have it off. And special occasions are great, but sometimes you STILL have to work. Even when people die, you STILL have to work.
Why? Because life goes on no matter what and you MUST support yourself? If you want a job then you have to work and be dependable if you want to keep it. Life isn't fair kiddo, sorry about that. It's not personal, it's just the way that it is.
As for your Birthday, HAPPY BIRTHDAY!!!!!!!!!!!!! I hope that in every other way it is WONDERFUL for you!!!
And I wouldn't say anything to him because he obviously loves you and wants to be with you and that is something you don't want to lose or mar with pettiness. After all, if you two are together for a really really really really really long time then....what is ONE Birthday compared to all the others you'll get to spend with him.
Look on the bright side, he will soon realize he missed it as well as the fact that you are a complete sweetheart for being so understanding and supportive. This, in turn, will make him practically paranoid for the rest of your birthdays lest he forget then again. Basically, he'll spend the rest of....whatever, trying to make this up to you. Hey....lucky you, right?

As you've just discovered, many of us guys are stupid and therefore unable to remember important dates, such as birthdays. This does not mean that he doesn't care for you, merely that he is a typical guy.
If he has truly forgotten about your birthday, you can either remind him the next time he comes over or simply forgive him for this transgression.
If you are still with him next year, you would be well advised to remind him of your birthday a week or two before the actual date.
Then again, he might truly be preparing a surprise for you... :-)

A lot of men don't feel like birthdays are a big deal. So they don't keep up with it. Also he may have been planning to do something but just forgot it was tomorrow. Sometimes they just need a little reminder. Let him know so he can't say he forgot. If he still doesn't plan to do anything at least you will know. If thats the case you need to explain how much it means to you. Hopefully he just forgot. Good luck!

Maybe your best friend IS really really really busy. You can invite him to your birthday party (if you are going to have one). Then if he says yes, then he is going to come and enjoy the rest of the day with you. But if he say no, then just forgive him( like a sorry I forgive you forgive you). And maybe you can speak to him at a time when he is not busy with the stuff that he is doing. And you can understand what he is busy doing and you guys can also have a schedule of when to hangout together or something like that. That is my suggestion. Hope you solve your problem! : )

id be mad too. dont reply. so he didn't even get you something for your birthday ? thats just ... wow. you deserve better than that. im pretty sure yous need to talk about this with him tomorrow in person. also, what others is saying is true, if you feel like the drugs come first and the girlfriend comes second, you need to fix that ****, or leave. because quiet simply, that should not be the case, you should be happy and he should wake up and realise what a good girlfriend he has, and not to fuccck up something good in his life.

Find somebody friend/relative that knows the two of you and is comfortable talking to him and casually have them ask him whats going on for your birthday. If there is a surprise your friend will probably already know about it!

Don't be too harsh as it sounds like he couldn't help it this time. Chances are he is working so hard to set himself in position to take care of you in the future.
