With bird flu currently one of the most feared pandemics to hit the World, killing many people already in Indonesia, an Australian drug company has developed a vacine. Incredibly the reaction of the Indonesial Government is to claim intellectual copyright over the strain of the virus used and instead of being so glad that a cure is now available they want to claim royalties on the disease.

It is bizarre, very very stupid, but more odd than greedy.

So if I was a scientist in Indonesia could I apply for a grant to create some microbe that would spread in pandemic proportions and kill everyone in its path?

This government functionary probably drools with envy when he/she thinks of the Black Death (the Plague) that decimated Europe in the Middle Ages.

Because Bird Flu cannot spread from Human to Human.
