I'm a tax preparer in PA. There is a state rent rebate program but it's restricted to people over 65, disabled, or a widow or widower over some age, I'm not sure just what but something like 50. The other restriction is income - it just changed this year and I'm not sure what the new limits are, something like $30,000 I think -up to now was limit of $15,000. The person getting the rebate gets a percentage of their rent, or a different but larger % of their real estate taxes if they own their home, with the % depending on income - largest % goes to lowest incomes. Limit last year was $500 rebate - that goes up this year too.
This is a separate form from the tax return. No, there's nothing you can claim for rent on your tax return.

If you mean "I pay rent. Can I deduct the rent on my tax return?", the answer is a big flat no. You can't deduct house payments either...only the interest that you pay on a home mortgage loan , as well as what you paid for property taxes, can be claimed as a deduction.
If you mean "I own an apartment building. Tenants pay me rent. Do I have to claim the rent as income on my tax return?", the answer is probably yes, but you would claim it on a business return as a profit, which might be offset by the loss (expense) of the building mortgage payments, etc.

Only if you have a home office that you actually work out of but that is a HUGE red flag to get audited so you better have an office to prove it.

I dont believe you can do that, does your state have rent rebates? Check into that for some money.
