Toddlers are drawn to PAINT. I would just give baby a large piece of construction paper and help use a heart shaped sponge to paint and use washable finger paints. It's so much fun!! My 4 year old still loves to do this. You can also help baby put some fun stickers on there :)

We made a few of htese last year & passed thme out on valentines day. I cut out a large heart the size of construction paper & pained my sons feet & hands. He pressed them on the paper & I wrote from my hands to my feet I think you are SO sweet, Love____. Everyone loved them

You can make playdough (the recipe is online and very easy) and you can make it red and pink and then use cookie cutters to cut out hearts. You can even put some in the oven on very low heat and dry them out to keep.

I painted my son's feet red and put them heel to heel, which formed a heart and put it on white poster board and cut the poster board into a heart..

cut out heart shapes and then make snow flake designs in them or get some stamps and stamp stuff. Also heart shape cookies (using cookie cutter) you can decorate cookies with heart shaped red hots and othe heart shape candies.
