Hindi is the principal official language used by the Central Government when communicating with the states having Hindi as their official language. It is also the official language of Arunachal Pradesh, Andaman and Nicobar Islands, Bihar, Chandigarh, Chhattisgarh, Delhi, Haryana, Himachal Pradesh, Jharkhand, Madhya Pradesh, Rajasthan, Uttar Pradesh and Uttarakhand.
English is the subsidiary official language and the language to be used while communicating with the states having official languages other than Hindi.

There is actually 400 different dialects in India. They mostly speak hindi between themselves as their second language, and they speak fairly good English to foreigners. They speak French around Madras.

I'll assume you meant India.
They speak many different languages. Hindi, Bengali, Telugu, Marathi & Tamil being five. However, the common language is English. Not because it is anyone's first ;anguage, but it is the one that laws were written in and it is one of the many consequences of Colonial Britain.
