A standard term of probation in most states for juveniles is "follow all school policies." Since they were involved in a fight, it's pretty obvious that they weren't following school policies. The school should contact the probation officers, and the person who was beaten should call the police and file a battery report. The juveniles who did the battery could get their probation extended, as well as face charges for the battery.

Absolutely. Ethically, it is a definite yes. I am not 100% certain, but I am reasonably certain that the school is legally obligated to report it to the police as well. Being in school doesn't make assault not assault. If the school doesn't do it, your friend's parents should.
