I was unable to find the collection in Portland, but I did find the following information. Mr. Nelson's work is very popular in the Pacific Northwest, so I'm sure you would find a similar piece you like available for sale.

The NelsonOceanArt website (below) has a photograph of one of Robert's pieces which is very similar to the one you mentioned. I suspect the original of the one you are looking for is in the Portland Art Museum.
