It means that at first he didn't want to talk to you and now he does. I means that he wants to think about whether he wants to resume dating you. Relax.
He obviously had to think about whether he wanted to talk to you again and now he has decided to. Likely, he will go out with you again IF you stop pestering him about it. Don't act so needy or he will say no. Focus on other things and other guys in case he doesn't want to and if he does then Great if he doesn't then, leave him alone and go get yourself another guy.
