I want to convert a bunch of jpg file to pdf file that searchable, what program should I use?

I want to convert a bunch of jpg file to pdf file that searchable.
If I open the pdf file and I use search menu, I'll be able to use it.
What kind of program should I use?

Any Text editor that supports JPG. I would put the pictures in a word document and put captions below them. The caption would serve as a search phrase or keyword etc. Then i would print the word document to a pdf printer like PDF Creator.
