The media promote some standard ideas about what men find attractive in women, but in reality all guys respond differently.
There is a kind of 'folk wisdom' that divides men into 'leg' or 'chest' types, but it's actually much more complicated than that. There's a bit in the film 'the english patient' where the male lead nominates his favourite part of the female lead's body; it's the hollow where her collarbones meet her neck. Later, another character tells him it's called a 'sterno-clavicular notch' by medical books.
There may well be a particular PART of your leg that this guy likes the look of. It's also possible that he likes it in other girls, and is astonished how different yours is (er, sorry...). Hard to tell, without embarrassing him (or both of you) by asking.
Try thinking about the parts of guys' bodies you've noticed. If you think that it's just the rude bits you look at, or that you only watch faces or eyes, then you're probably not paying attention to all the times when you've noticed a shoulderblade, or a neck muscle, or the shape of a bone in the wrist...
When you notice how much of this kind of looking you do, (in a 'good' way sometimes, but in a 'bad' way at others) then you'll see how difficult it is to know why & in what way he's doing it.

There could be lots of reasons why. Perhaps he has a fixation on calves, or maybe it was to do with whatever you were wearing. It's also possible that it triggered a memory of someone else: a girlfriend, or his mother (who knows!). I get the impression his behaviour has unsettled you, but without more information - e.g. whether it happened in a public place, how close he was to you, and what his general demeanor was - I think your question is impossible to answer.

Maybe you had a hole in your tights , and you had different shoes on each foot , was the hem of your skirt down ,You only think he was looking ,you probably should have looked him straight in the eye and asked him what he was looking at .

I have been caught looking at girls lots of times. Be flattered and be more sure of yourself. Its an honor and a compliment. Yes, I have caught, on occassion, girls looking at me, too. Cherish the moment because it wont last when you get old.
