If the DMV is not requiring it, here is what you do. Go back to court, tell the judge you do not want probation with an interlock device, and do your jail time instead. Because I'll tell you that if you tell the court that you put one in and you didn't, or even worse put something fake in the car, you are looking at serious jail time. If the $65/mo is worth the jail time, you might as well get it over with now.

I'll tell you what I would do.
Get some plastic tubing, and a little LED light up kit from an electronics store.
Do some research online first - to see what the thing is supposed to look like, and then rig it up to where it looks like a functional ignition interlock. Most cops aren't going to go through the trouble of finding out whether it is functional.
Use your computer to write up a 'bill of sale' and receipt for the work - make up a fictional auto accessory shop, and make sure to put some official sounding stuff about being licensed by the state of CA to install it - and maybe a blurb about 'not responsible for tampering or disabling by user'. That way you will have something to flash the cop with (get a friend in on it, and you can include his phone number on the documentation in case they try calling it).

When police pull you over they have access to DMV and criminal record information. The ignition interlock condition may be listed as one of the conditions of your probation and the police would have access to that information.
The cost of interlock here in Ontario Canada is closer to $200 a month so $65 doesn't sound so bad.

A lot of people here seem to be expecting you to pay for an IID and the associated tax ($20/month in my state). It taxation of a minority by the majority and it's morally wrong. I cannot afford the $100/month/vehicle. I have only one vehicle with an IID. I am considering selling it after removing the device. I haven't had a drink since I entered treatment 2 years ago, yet they want my money for 3 more years.

The reason for not installing is so your car will start when you leave the Bar. If the court said do it , then do it. If you're looking for a sympathetic ear, look elsewhere, obviously you got stopped for drunk driving, and I have no sympathy for drunk drivers.
