after i reformatted my pc i had to install back my webcam from its installation CD but i couldnt find it

go to the manufacturers website. they should have a download available for your cameras model.

Try going to the site of the manufacturer that makes the camera. They might have a driver or installation that you can download.

If you remember the brand and model of the cam, you can go to the web site and see what they offer, or see if they have FAQ section. My guess is you will have to buy a new cam.
