i cant find my California State ID number for my tax forms?

Question

is it the same as my state file number? or SOS number? do i use this number on my 1099's or just my federal id number? how many digits would it be?
New in business, first year filing 1099's

ok, now i have the form in front of me i can be more specific. I am looking at the 1099-Misc form, box 17 State/Payer's state no. , i dont know where to find this number on any of my paperwork, is there anywhere i can look it up online. i found a state file number that is 7 digits, it that the one?
