You need to prepare a tax form to see what you should have been paying throughout the year. Every legal worker in the US has to pay some tax. Depending on your personal stats (income, dependents, business expenses, etc.) you owe some form of tax. If you haven't had any withholding throughout the year, you will owe that money (and likely a penalty).

Or you could be 16 years old and owe very little tax anyhow.

I think your wording is a little confused, so I'll try to guess at what you're asking.

If you earned over a certain amount, you are required to FILE a tax return. You may not be required to pay any taxes, however. The actual limits can be found by contacting the IRS.

Just because you didn't have money withheld doesn't mean that you don't have to file or pay.

You don't "get a federal tax return," except in the sense that the IRS might send you forms in the mail. They send you forms if you filed last year. That's basically it. If they don't send you forms, you not excused from filing and/or paying. It is your responsibility to get the forms and file.

If you're supposed to file/pay and you don't, you might get away with it. Or not.

If you're supposed to file, please do. If you're supposed to pay, please do.

Does any of this help you?

NO - If you pay nothing in, you get nothing back. If you do not pay taxes then there is nothing to have to return revenue to you. You get a refund / return if you overpay. If you don't pay anything in then you would not be due anything in return.

A tax refund is taxes that you over paid. If you paid no taxes then
all you can expect is no refund. I just hope you don't have to pay any back taxes.

It is possible to get money back from the Earned Income Credit even if you don't owe any taxes, but only if you have income from a job.
