I have a 1990 starlet gt turbo 4e-fte engine i am wondering if the crank shaft is hardened?

It depends weather the crankshaft is made of steel or cast iron. Generally speaking steel cranks are harder than cast cranks. For the heck of it call customer service at Toyota and get the correct answer. The number is in the back of the manual in your glove compartment. Racing crankshafts are induction hardened. To do this however there are only a few steel codes that react correctly to this procedure.
