It's an expression of contentment. Some people call this a 'cat kiss' and it is usually associated with cats which are both happy and closely bonded to people.

It's her way of telling you she loves you - cats do a slow blink and/or squint at you when they're happy & content. You can tell her 'I love you' back by slowly blinking back at her.

Cats squint at you as a sign of trust and affection. In the wild when cats are about to fight-they lock eyes on their enemy and their pupils dilate. When a cat looks at you-it treats you like another cat and doesnt want you to think it wants to fight you. The cat that trusts you will close its eyes around you to let you know "hey man...I totally trust you...I dont even need to look at you to know I'm safe around you" LoL. I just love cats-people dont give them enough credit they are extremely smart.

She's happy and content. A direct stare with open eyes is threatening, slow blinks show trust

LOL my cats do that all the time. I swear they do it to make sure I am still in the room. Also they can hear things and just open the eyes to keep a look out.

That is one of their ways of saying that they are happy and content and that they love you. It is also their way of saying, "I'm cute you must give me attention.".
