My advice would be to call the police and have them lay a charge against the owner.
Perhaps a more concrete solution would be to offer to the owner of the business that during nighttime hours when you are at home, you will act as a responder to the alarm; to check out whether it is false or not. You will notify the owner and the authorities in the event of an alarm; false or not.
You will do this at no charge to the owner provided they give you access to the premises in order to turn the alarm off.
Since you say that the police can't trace the owners, perhaps you could dig a little further and consult the land registry that is in your municipality. You should be able to trace the owner through this.
Once that is completed, you can launch a civil suit against the owner, perhaps class action on behalf of other residents.
Furthermore, you could extend that lawsuit to the police department and the municipality for dereliction of duty.
It is the police department's responsibility for keeping the peace and they have so far proved inadequate in this pursuit.

though it sucks that it bothers you yes it is illegal to smash the hell out of other peoples property. You could complain about the noise maybe they'll get a ticket and have it fixed.

Sue the establishment for damages based on being chronically tired. They have the responsibility not to create a nuisance.

Just smash it, it is illegal yes. I had the same problem at my old appt. I followed the wires and cut them in two hard to get to places....they never fixed it.
