I bought a car from Volkswagen in Chicago from a private party. The car had been serviced at the dealership from which it was purchased in Chicago. Will VW dealers in my area (Milwaukee) have access to the repair history for this car?

Only the warranty history. Private transactions will not normally show up on another dealerships' computer system.

VW will be able to pull up everything about the car using the VIN. The VW we have was purchased from Los Angeles area and is always serviced in Chico, CA sort of near the Oregon Border. They can see everything about the car, even previous wrecks.

Yes, it is in their computer. I don't know if they will show it to you but if VW serviced the car the history is there.

Yes,using the vehicle unique VIN, they should be able to pull up the records on the computer.

I suppose. I just personally don't like VW because they are expensive to fix and there is always something wrong with them.
