Yes, it is a common practise now a days.
I think the reason behind this is that the person you are talking to is not interested in talking to you.Or if he/she is interested then phone is more important at that time.
One should not think that it is negligence as i said it may be the fact that at that particular time phone is more important.

It depends on the person and the situation. I work in a law office, and there are these couple of clients that come in regularly and it never fails, they ALWAYS get phone calls and answer them while we are meeting. Or, the receptionist will buzz me to say they are here. When I get up there, they will be on the phone and ask me to wait, and it may be ten minutes. I do, however, find it OK to pick up and just say, "I'm in the middle of something. I'll call you back?" I'd rather have that that the phone continuing to ring. Especially if the person keeps trying. Or, take a second to pick up the phone and turn the ringer off so if the person tries to call back, you won't hear it.

My son does this all the time he is only 6 so i just go and unplug the other phone cause he thinks it is funny if i don't he will listen to the entire conversation, with his little comments to each subject lol
