How do I add items to the mouse right-click menu?

Question

You know, the menu that appears when you click the mouse right button.

More specifically, when I right-click after selecting a word in IE, I want the list to contain a menu item that launches a dictionary s/w.

I suppose it can be done through function calls in a program. Is there user-interface to do it?

Here is an addon for IE that allows you to do this, it's not with the right click, but with ALT+left click:

i think in ms power toys there is a command thingy you can add.
