It's the same as the book "Mormon Doctrine"...it has a lot of good information in it, but it is also one man's opinion and feelings on all those topics, not necessarily official doctrine. The official doctrine is found in the scriptures, the bible, the Book of Mormon, the Doctrine & Covenants...and modern revelation given through the Prophets.

Anyone can read the jouranl of discourses, the church doesn't care. However, I think mastering the basics of any religion is always the most important thing to do. Sometimes people get caught up in the details and lose focus of the greater picture. Additionally, without a foundation of the basic principles the deeper doctrines often seem wacky or uncomprehendable.

Nobody says not to read it. What they say is, it is not part of the official canon of scripture. In the 19th century there were a lot of talks given in the 19th century style, based on the knowledge they had at that time. Also, because we believe in on-going revelation through a LIVING prophet, not just holding to what prophets said 600 or 1000 years ago, it is important to study what the prophet and living Apostles say to us in this day and age. I have read part of the Journal of Discourses before, but it's not nearly as interesting to me as General Conference talks.

People can read the Journal of Discourses, but I think the point is to not read it as scripture.

The LDS church has much to cover up. If it wasn't quashed by their book burnings, then they will quash it by telling you what you can and cannot read, and becoming a dictator to you. They LOVE censorship because they know that the only way for you to not find out about the TRUTH is by telling you what you can and cannot read. It is a form of brainwashing. Most of the LDS' ridiculous information can be uncovered by their own materials, so they don't even want you to read what early prophets have written, unless they first have taken it and neutered it, and made it fit to their modern day agenda.
