He's a captive. and all his former selves. I think they are all related though. I grew up near there and he has ALWAYS been.

he's well feed and has a happy life - never convinced he was the ggreatest weather reporter though

Today Punxsutawney Phil lives in a climate-controlled habitat adjoining the Punxsutawney Library. He's a cat in a groundhog suite. Pretty sure he is a pet, and ancestor to the original Phil.

He is a captive animal , living in the library, I believe. I would say he is a "pampered pet"
