YES YOU DO THE OIL MAY LOOK GOOD BUT COULD HAVE CONTAMINATION FROM THE BAD PUMP AND YOU NEED TO BLEED SYSTEM ANYWAY

When you replace anything on your car that requires the fluid to be removed, you should replace the fluid. You are already there, so why re-use it? Power steering fluid is $3 per quart, so why even worry?

Remember, all moving parts wear, so the lubrication in them will gather particles and dirt.

Are you talking power steering fluid? Being Volkswagen, they do so to ensure that no dirt is in the system.(to prematurely wear out the new pump.) Much cheaper than replacing the pump.

No. Whatever oil is left in the lines is still good, just need to re-fill.

No. Not on a new vehicle. As long as it's topped up. If it were older, I would replace it.
