Yes , she is way below the poverty line if she is single , and even if she is married , if she claims the kids on her tax return , and her husband doesn't , then she should be ok.

Oh yes she can. If as I suspect she received AFDC and/or food stamps then no one else can use her children on thiers. The aid must be reported but doesnt count toward earned income credit. She should get a good refund.

You have to earn a certin amount to claim the credit,She is below the minimun amount, the government is not to nice about giving money. Because she can not get a refund if she does not pay anything in at all, she doesnt even have to file if there is no withholding for her to receive, if there were taxes withheld (federal) then she can file and get back what she paid in.

Good luck, if she qualifies and only made $700, and guessing on several of the other questions she would get an estimated $290.

Yes. If she can show that she provided over half the support, and a home for her two children. If she is eligible, it will be about a third of her income.

She can claim the EITC as long as she is NOT being claimed as a dependent by another taxpayer. If you are claiming her and her children you MIGHT be eligible for the EITC but she would NOT be.
