While speakers of other languages dont? Who makes these decisions and on what demorcratic basis?

I'm Dutch, and I have access to these forums. So I think you are mistaken - or unclear in what you are asking.

I think it is just that some Spanish speakers know how to access these forums. I'm Venezuelan and I can do it.
I don't think it is related to democratic criteria, but to the possibility of having the ability of reading and speaking in English.

I read yahoo.fr and yahoo.de all the time, and have posted on the answers site in both France and Germany.
My only problem is that I can't download from iTunes France or Germany because of some laws, and when I buy things from amazon.de or other European websites, the shipping costs more than the item...but I pay or do without...
