I have the exact same situation at my office right now. The thing is, this person KNOWS he's loud -- he's said so! He doesn't MEAN to be annoying, that's just the level at which he speaks. People have spoken to him and it doesn't help. Again, I truly believe that he is not TRYING to annoy, he just can't help it. I personally think there's nothing you can do about it. Tell him once... tell him a thousand times... he's just going to revert back to his "normal" volume. Sorry. Still, good luck.

If you have already addressed this with your manager, he/she shouldn't feel like you are skipping them. Maybe the person has a hearing problem while on the phone. If that's the case they need to adjust the volume on the phone to solve that problem. If that isn't the case, just talk to your co-worker when they aren't on the phone and ask them to quiet down or adjust the volume on the phone. Politely let them know they are disturbing you and others. If that doesn't work, look at them when they are being loud and put your finger on your lips to shush them, this will gently remind them. Some need reminders constantly. If that doesn't work, send an email to them and/or talk to your manager again. Good luck.

Well you have gotten your manager involved and that didn't do any good. I would not be afraid whether or not the manager felt you skipped him.
I would just go ahead and at the appropriate time let this person know that they are being too loud and that you can't get you work done because of the distraction. I might also get you other co-workers, who have the same complaint involved at this session.

Is it possible that this person has a hearing problem or his phone is just turned up too loud? I think people tend to match the volume of the phone.
You could just tell him, "I'm not sure if you're aware, but your voice is quite loud when you're talking on the phone. Perhaps the volume on your phone is turned up. We can hear your conversations quite clearly. I thought you'd want to know."
After his volume has been lowered, even for a short time, return and tell him that you've noticed the volume is lower and you really appreciate it.

The manager has been approached. next you need to find a way to address this to the person personally. In actuality this shoudl have been y our FIRST course of action.
When the guy is NOT on the phone, you can simply lean over to him and say "Hey, Jim, can you speak a little quieter when you're on the phone? We're so close that it's hard to hear when you get going. I'd really appreciate that." Smile, make eye contact and wait for a response.

You can use nonverbals like the index finger perpendicular across the lips.
Or better yet when the person is not on the phone you could say:
when you are on the phone your voice gets louder than you realize. you're very close to me and i find it hard to do my work when you get loud.
then shut up and listen.
the person doesn't probably realize they're doing it
or that it's a problem.
try to be nonjudgmental. and don't tell them to be quiet.
just express the problem that you face because of the loudness
and how it impacts you and your work.
and offer to help (after you've listened to their response)
by letting them know when it happens.
and after you've said that the finger over lips gesture will make more sense.

If others in your group feel the same way it would be great if they would also express their concern to the manager. That way it doesn't seem like you're the only one with the problem and the more complaints the faster the action to correct the noisy or loud person.

I would bring it up to my manager one more time. If that doesn't work I would go to that person.
